Additional Reference Services for Rate Increase

Need more than one service to increase for rate increase and the project cannot be locked out from making changes, deleting, and starting over. The logic is that Principle, Technician, Administration, and Travel are all going up at the start of 2027 by a different dollar amount each but I can only select one service, and then the project becomes unavailable to add another rate increase.
